Before serving in public office, Harder worked as a venture capitalist and teacher.

Josh Harder was born in Turlock, California. Harder graduated from Modesto Public High School. He earned a bachelor's degree in political science from Stanford University in 2008 and master's degrees in business administration and public policy from Harvard University in 2014. Harder's career experience includes working as a course instructor with Modesto Junior College, the vice president of Bessemer Venture Partners, and a consultant with The Boston Consulting Group.
