Espaillat is a member of the Congressional Hispanic Caucus, where he was appointed chairman of the caucus' Task Force for Transportation, Infrastructure and Housing. When he served in the state Assembly, Espaillat passed legislation related to affordable housing. In the state Senate, he supported an agreement to maintain rent regulations for 1 million apartments.

In the 116th Congress, Espaillat was assigned to the House Transportation and Infrastructure Committee, where he expressed support for transit and housing provisions in an infrastructure bill. The provisions related to projects on freight corridors, improving New York City's public housing network merit consideration, and renovating aging public transit systems.

Espaillat earned his B.S. in political science from Queens College. He was also in postgraduate studies in public administration from New York University Leadership for Urban Executive Institute. His professional experience includes working as Manhattan court services coordinator for the New York City Criminal Justice Agency, as director of the Washington Heights Victim Services Community Office, and as director of Project Right Start.
